They believe that boroughs should be able to declare their own snow removal operations without being penalized.<\/p>\n\n\n\n<p>The boroughs of LaSalle and Saint-Laurent were penalized for clearing snow before the municipal operation on February 7, despite safety concerns.<\/p>\n\n\n\n<p>Local elected officials want more autonomy to better meet the needs of residents.
