Richard Deschamps

City Councilor

Lecturer at Université de Montréal and HEC Montréal between 1990 and 2005, Richard Deschamps holds an MBA, a Master’s Degree in Industrial Relations and a Bachelor’s Degree in Psychology. He has worked for nearly 20 years in management and consulting with major private sector and educational organizations.

A City Councillor since 1999, Mr. Deschamps has been responsible for a number of files in the Borough as well as in the City, notably those related to economic development, sustainable development, infrastructure and roadways.

He has been an Associate Councillor to the Mayor, appointed to the Executive Committee and the Agglomeration Council and has chaired various commissions.

During his fifth term, from 2013 to 2017, he served on the Board of Directors of Montréal International. Since 2017, he has chaired the Board of Directors of Concertation Montréal and has become a member of the Contract Review Board. He chaired the Economic Development Commission from September 2015 and became the first City Councillor responsible for issues related to education and university and college affairs.

Re-elected for a sixth term in November 2017, Mr. Deschamps is responsible for local issues related to culture, public transit and PME Montréal. His skills have also earned him the privilege of chairing the Commission on Finance and Administration of Montréal and of being a member of several prestigious Boards of Directors such as Cité des métiers Activio, Eureka L’Île du savoir and Montréal Relève. From 2017 to 2021, he also served on the Commission on Economic Development, Metropolitan Facilities and Finance of the Communauté métropolitaine de Montréal (CMM).
